The Annual Enrollment Period for Medicare plans runs from October 15 to December 7, 2019, and the Open Enrollment season for ACA plans runs from November 1 to December 15, 2019.

Referral Deadlines and Processes for the 2019 Enrollment Season

Through the busy season, we will continually provide the highest quality of service and support to your referred clients. However, due to the high volume of client referrals during the enrollment seasons, priority will be given to referrals received on or before November 30, 2019.

Here are a couple things to consider during the busy enrollment season:

  • Referrals are managed first in/first out
  • A minimum of three client outreach attempts will be made, which will be a combination of phone calls and emails.
  • Priority is given to referrals received on or before November 30, 2019. Every effort is made to ensure outreach to the client occurs within 48 hours. Turnaround time may be delayed during peak periods as we get closer to December 15.

Incomplete submissions will be returned requesting missing information.

Client Referral Program Open Enrollment Individual Referral Acceptance Deadline

The Cornerstone Agency Services Client Referral team accepts client referrals from brokers participating in the program. Our licensed Client Care team can assist referred prospects offering guidance and support with plan enrollment in the Individual market.

To ensure we continually provide referred clients with exceptional service during the busy enrollment season, please familiarize yourself with our readiness checklist, which details our submission process, acceptance deadlines, and turn-around times.



November 1 to December 15, 2018

  • Referrals are managed first in/first out*
  • A minimum of three client outreach attempts will be made
  • Whenever possible, provide two forms of client contact information; cell phone, spouse cell phone, email address, work phone number, or other.
  • Submit referrals via the broker online form (preferred method) or prospective clients may call us at 877-432-8803. The online form can also be downloaded and emailed to
  • The following information is required for all referrals**: prospect name, address, county, two client contact information options, and date(s) of birth.

*Priority is given to Individual referrals received on or before December 3, 2018. Client outreach within 48 hours is not guaranteed during peak periods Oct 1 through Dec 15.

Due to extremely high volumes of referrals during the open/annual enrollment period, we encourage clients to plan ahead and make decisions early.

Cut-Off Date for Referral Submissions Set


Due to increased referral volume and the shortened individual enrollment period for 2018, a cut-off date of December 1, 2017, has been set for accepting both Senior and Individual/Family referrals.

Cornerstone cannot guarantee that referrals received after this date will be managed in time for the respective December 7, 2017, AEP enrollment deadline or the December 15, 2017, OEP enrollment deadline.

We apologize for any inconvenience this imposed deadline may cause and we appreciate your understanding. Our goal is to ensure we have sufficient time to effectively fulfill the client needs for all referrals received through December 1, 2017.

Individual Market Referral Program Update

On November 2, 2017, Cornerstone released an email relaying Medical Mutual’s decision to manage all MMO sales and service support for their in-force Individual policies starting on January 1, 2018. This decision includes MMO policies with a January 1, 2018, effective date.

In response to several inquiries regarding this update, Cornerstone would like to confirm that this change does not, in any way, affect our referral program. We continue to accept individual referrals and will quote and process enrollments with products available from all our carrier partners, including Medical Mutual.

It is an extremely busy time of the year and we are available to provide you with the help and support you need. Please don’t hesitate to reach out to your Cornerstone representative with any questions you may have.

Centene Corp Expands ACA Coverage

Despite many carriers pulling out of the individual market in 2018, Centene Corp will be expanding its Obamacare offerings next year. The company revealed three additional states in which it would sell Affordable Care Act plans (Kansas, Missouri, and Nevada) as well as six states where it already offers Obamacare plans in which it will expand (Florida, Georgia, Indiana, Ohio, Texas, and Washington).

Centene provides Medicaid coverage for low-income people, which the company claims has made them a strong contender in Obamacare markets.

Open Enrollment is Ending: Important OEP and AEP Information for a Successful Enrollment Period

Continuing Announcement: Please take a moment to review the following for a successful enrollment period:

  • Open enrollment comes to a close Tuesday January 31st. With that in mind, please submit any and all referrals that are seeking health care coverage for 2017 as soon as possible. Individuals with a QE (Qualifying Event) that makes them eligible for an SEP (Special Enrollment Period) do not have the same deadlines, but these referrals also need to be submitted as soon as possible to ensure eligibility and enrollment. Please be sure to designate the effective date coverage is to begin on all referrals so we can prioritize them appropriately.
  • To access information regarding the status of your clients in our referral process, please use our online broker portal. Attached you will find step-by-step instructions on how to access this information. Checking this information online instead of contacting us by phone or email will save valuable time during OEP.
  • When a referral is received, we contact that referred client directly. This ensures us to ensure that we have done our part in reviewing all the necessary information to assist the client in making an informed decision regarding their insurance needs.
