Ohio Governor Vetoes Health Care Transparency Provisions

Ohio Governor Mike DeWine recently signed the state budget bill (HB 166) into law on July 19, 2019, vetoing some of the health care transparency provisions.

The vetoed provisions established procedures for health care providers to provide cost estimates to consumers and require reimbursement for out-of-network services when performed at an in-network facility.

DeWine said: “I share the legislatures goal of providing consumers the information necessary to make informed decisions about their health care. Additionally,  President Trump has recently signed an executive order requiring implementation of health care transparency  rules, an initiative I also support. As the federal government develops these efforts and others, it is important that the state not place duplicative or burdensome regulations on health care providers, as these compliance costs will inevitability be passed on to the citizens of this State as consumers of healthcare. Over the past few months, the stakeholder community has worked toward this goal and developed common sense solutions, which should continue to be developed. I have requested that relevant state agencies collaborate with stakeholders to continue this important effort. Therefore, this veto is in the public interest.”

FormFire’s Group Enroll Tool Renamed to Group Plan Assign

FormFire released an update on July 10 stating that the Group Enroll feature has been renamed to Group Plan Assign. This feature enables brokers to make plan elections on behalf of their employees. This feature is available for use with all carriers on the platform.

Medical Mutual’s SmartChoice Program Expected to Reduce Cost of Imaging Services

Medical Mutual’s SmartChoice concierge program (performed by eviCore Healthcare in partnership with MMO’s Radiology Utilization Management program) launched July 1, 2019, with the intention to help individual and group members to use lower-cost network facilities for approved imaging services like MRIs, CT and PET scans.

The program notifies providers of high cost facilities and recommends lower cost facilities instead. If the provider declines the lower-cost suggestion, the member is then notified that there may be lower-cost and more convenient options available.

Accredo Will No Longer Dispense Certain Specialty Drugs

Medical Mutual recently announce that Accredo Specialty Pharmacy will no longer dispense prescriptions for Repatha and Praluent beginning September 1, 2019. These specialty drugs are taken by adults with cardiovascular disease to help reduce the risk of heart attack. Members who require these prescription drugs will need to have them transferred to a participating in-network retail pharmacy of their choice.

UnitedHealthcare Implements Medical Necessity Reviews for Some Musculoskeletal Procedures

UnitedHealthcare is implementing medical necessity reviews for certain musculoskeletal surgeries rendered in an outpatient hospital (including of the elbow, wrist, ankle, hip, knee, or shoulder, as well as foot surgeries for bunions and hammertoes). The outpatient hospital site will be determined to be medically necessary if certain criteria are met.

If the outpatient hospital site of service is determined not to be medically necessary, the claim will be denied and the member is responsible for the cost of the service as long as the hospital obtained the member’s written consent to be billed in accordance with UHC’s protocols, prior to the service being rendered.

New UnitedHealthcare Vision Products Available

UnitedHealthcare recently released two new vision products, including an enhanced second pair benefit and a computer glasses benefit.

The enhanced second pair benefit is an in-network benefit that gives employees additional covered lens options to create a customized second pair of glasses. Employees choose from the combination of covered lens options which include Standard and Premium anti-reflective coatings, polycarbonate lenses, standard progressives, and photochromic to create their second pair. Examples include sports glasses, prescription sunglasses, computer glasses and backup glasses.

The computer glasses benefit provides coverage for prescription glasses that protect against the blue light emitted from eleectronics. The benefit includes 3 different allowance options for the client to choose from and includes Premium and Platinum anti-reflective coatings (options include blue light protection) covered in full.
