Marketplace Will Use 2020 FPL Guidelines for Coverage Year 2021

The Health Insurance Marketplace will use the 2020 FPL guidelines when making calculations for APTC and income-based CSRs for coverage year 2021 starting November 1, 2020.

Note that Medicaid and CHIP assessments/determinations are currently based on the 2020 FPL from the HHS 2020 Poverty Guidelines until January or February 2021when HHS releases the new guidelines for 2021.

The 2021 guidelines have not been released as of the date of publication of this training, but will be available on the HHS Assistant Secretary for Planning and Evaluation (ASPE) website.

Plan Year 2021 Marketplace Registration and Training is LIVE

Don’t wait! Agents with active on-exchange plans who want to receive renewal compensation must re-certify by the end of 2020. In addition, agents offering on-exchange coverage must certify prior to selling any plans during the 2021 open enrollment period.

If you are an existing FFM broker, follow these steps:

  • Log in to the CMS Enterprise Portal
  • Update your information on your Marketplace Learning Management System (MLMS) agent/broker profile
  • Complete the Marketplace training requirement
  • Read and accept the applicable Marketplace Agreement(s)
  • Print your 2021 Registration Completion Certificate and send to Geoff Beglen at gbeglen@crnstone.com
  • Confirm your registration using the Registration Completion List

Throughout the registration process, you can use the Marketplace Registration Tracker to track your progress.

If you are a new FFM broker, complete the New User Registration on portal.cms.gov.

Important ACA Updates From Medical Mutual

Below is a selection of important product updates, coverage changes, and business tips from Medical Mutual:

  • Medical Mutual’s off-exchange application now includes Individual Coverage Health Reimbursement Arrangement (ICHRA) as a Special Enrollment Period (SEP). If you have a group offering an ICHRA or a new employee enrolling in an ICHRA, he or she can select this new SEP. Members can submit this ICHRA form for proof of SEP. They can also submit proof of hire and ICHRA eligibility as SEP documentation. Please refer to the SEP grid for additional SEPs and documentation requirements.
  • Medical Mutual has extended the timeframe during which cost sharing for all treatments related to COVID-19 will be waived through July 24, 2020. Treatments include hospitalizations and ground ambulance transfers for individuals with a positive COVID-19 diagnosis.
  • Members losing Medical Mutual group coverage due to COVID-19 can consider an individual ACA health plan or Medical Mutual short-term plan. Medical Mutual will allow a deductible credit toward a new Medical Mutual individual plan and may be able to help expedite the new plan’s effective date to help eliminate or minimize gaps in coverage for members.
  • As a reminder, the grace period for non-subsidized individual business has been temporarily extended to 60 days.

Healthcare.gov New Federal Pandemic Unemployment Compensation Video

The Centers for Medicare and Medicaid Services (CMS) released a video about reporting federal pandemic unemployment compensation.

The video walks through the streamlined HealthCare.gov application and covers how consumers can:

  • Update their income information due to unemployment
  • Add in unemployment benefits to their income
  • Determine what types of unemployment benefits should be counted as income
  • Accurately estimate their yearly income

HEADS-UP: Marketplace Learning Management System Will Close July 17

The Marketplace Learning Management System (MLMS) will close or “go dark” starting July 17 in preparation for the launch of registration and training for plan year 2021.

Before the system “goes dark,” be sure to print your 2020 Registration Completion Certificate(s) and update your information on your MLMS agent/broker profile.

Certificates showing you’ve completed plan year 2020 registration and training will not be available after the MLMS closes or when the system goes live for plan year 2021 registration and training. To print your 2020 Registration Completion Certificate(s):

  1. Log in to the CMS Enterprise Portal. After logging in, you’ll be automatically taken to the Agent Broker Registration Status page, from which you can access your certificate(s).
  2. Click the Print Certificate(s) link and follow the prompts to download and/or print your certificate(s).

To update your information on your agent/broker profile:

  1. Log in to the CMS Enterprise Portal.
  2. Click the My Apps icon in the middle of the blue toolbar at the top of the webpage.
  3. Click the Training link under the MLMS You will be taken to your agent/broker profile.
  4. Update any outdated information in your Business Profile to ensure the Marketplace has your information correct.
  5. Click the Save button to save your information.

Required Tax Forms for Clients Enrolled in Marketplace Who Have Received Premium Tax Credits

Consumers who have enrolled in coverage through the Health Insurance Marketplace and have received payments of the premium tax credit (APTC) must use Form 1095-A to complete Form 8962 when they file their 2019 federal income taxes. These forms are intended to help consumers reconcile the total APTC they received during 2019 with the amount of premium tax credit (PTC) for which they are eligible based on their final 2019 income and household information.

According to Healthcare.gov, consumers should receive their Form 1095-A form in mail, but they can also access it directly through their Healthcare.gov account in the Tax Form section.

Agents and brokers are able to assist clients in understanding these forms, but cannot help clients file their taxes, unless the agent or broker is a licensed tax professional.
